Power Up

A Power Up is the same as a Free Reaction, but the Reaction Trigger is "When the target Ability starts." An Ability can benefit from any number of Power Ups. Some Power Ups are "Unique Power Ups". You can use one Unique Power Up per target Ability, then any Unique Power Up you want to add after that will require spending a Beat.
