Wield the Restraining Kit to gain the following Action:

Restrain

Tinkering Action. Close Range. Debuff effect.

The target must be willing or have the Held or Unconscious condition.

Score Effect:

[..6] The target creature is not restrained.
[7..] The target creature gains two stacks of Restrained and Slowed as Persistent Conditions. The target can use an Action to attempt an Edge Save to break free again.
[10..] The target has a Disadvantage on all Edge Saves.

[..6] You gain no item.
[7..] C: If Pass. The target has a Disadvantage on Edge Saves to escape their restraints (in addition to the normal Disadvantage gained.)
[10..] A: The target is also Silenced.
[10!] S: The target can only attempt their Edge Save once every 5 minutes.
